The 3 files that refuse to be reacquired are roughly 1.6KB not sure what sorcery is preventing the game from launching. No idea what is causing this but after playing civ since the early 90's (original game box and all) this will likely be my last version to ever purchase, mainly because of the extremely poor tech support and customer service from 2K and the dev's. For example, you should go to Civilization VI > Game Options > Graphics, then set settings like Medium or Low, including Performance Impact, Memory Impact, Visual Effects, Water Quality, etc. Can't get that exact version of the redist, only 6. I'm afraid this have nothing to do with graphics drivers as I was able to play old saved games for as long as I did not try to start new game - now game keeps crashing. I am getting the "running" in steam, but not really running. So if you’re running antivirus programs in your computer, try disable the antivirus program, then see if CIV 6 can launch and play properly.

Option 1 – Manually – You’ll need some computer skills and patience to update your drivers this way, because you need to find exactly the right driver online, download it and install it step by step. I was having the same issue (I play on Mac) but fixed it. Before that fullscreen ran perfectly and I've never changed those options. Changing only the fullscreen setting does not work, seems like using Metal is not compatible with fullscreen. I just downloaded Civ 6, but for some reason won't run when I click on it in the Epic Games client. I realize it was a different OS, Windows 7 vs Windows 10, but I don't have any other mouse currently to try. There is a button right below the play button that says options, press it and a dropdown menu appears.
